What is an ERRCS/DAS system?

An Emergency Responder Radio Communication System (ERRCS), often deployed via a Distributed Antenna System (DAS), is in-building infrastructure that captures public safety radio frequencies from outside a building and rebroadcasts them throughout the interior — including stairwells, basements, elevator shafts, and parking structures where signal from outside towers can't reach.

A Bi-Directional Amplifier (BDA) receives and boosts the signal; a network of interior antennas distributes it. For facility and property managers, ERRCS/DAS is increasingly a code requirement, not an amenity — and a system that fails its annual test can jeopardize a building's certificate of occupancy.

Hospitals and long-term care facilities combine large footprints, below-grade equipment areas, and zero tolerance for communication failure during an emergency response. A dead zone in a hospital stairwell isn't an inconvenience — it's a responder operating blind in a building with patients who can't self-evacuate.

University buildings, dormitories, and large lecture halls with below-grade mechanical infrastructure increasingly fall under ERRCS/DAS mandates as campuses build taller and denser.

Large & High-Rise Buildings

Most jurisdictions require ERRCS/DAS in buildings of 50,000 square feet or more, and in any structure of three stories or higher. Dense construction materials — steel, concrete, low-E glass — block the public safety frequencies responders depend on, and building height multiplies the number of dead zones a standard signal has to fight through.

Office Buildings

Class A office towers are frequently subject to the strictest AHJ scrutiny — both for initial certificate of occupancy and for the annual recertification testing that keeps it valid.

NFPA 1225

is the current governing standard for Emergency Communication Systems, consolidating and superseding the patchwork of ERCES provisions previously scattered across earlier code editions. It establishes coverage, signal strength, and testing requirements for in-building emergency responder communication.

Typical technical benchmarks include 99% signal coverage in critical areas (fire command centers, stairwells, elevator lobbies, pump rooms), 90% coverage in general building areas, 24-hour minimum battery backup, and NEMA 4 enclosures rated for the environments this equipment often sits in.

International Fire Code (IFC) Section 510

and its state and local amendments still govern in many jurisdictions that haven't yet adopted NFPA 1225 directly — and California, Texas, and Florida each layer their own amendments and enforcement standards on top.

FCC Part 90 rules

govern the radio spectrum these systems operate on. Installing or servicing a BDA/DAS system legally requires a technician holding a General Radiotelephone Operator License (GROL) — a credential many providers in this space don't actually carry.

What's the difference between a DAS and a commercial cell phone signal booster?
A commercial cell booster amplifies consumer cellular signal for convenience. An ERRCS/DAS system is licensed, code-mandated infrastructure built specifically to carry public safety radio frequencies for fire, police, and EMS communication — a fundamentally different (and far more regulated) system, even though the underlying antenna technology looks similar.
Is ERRCS/DAS required in my building?
Requirements vary by jurisdiction, but the most common triggers are buildings over 50,000 square feet, structures of three stories or more, and any building with below-grade parking or occupied basement space. A Fortis RF coverage survey will tell you definitively whether your building meets the threshold in your specific AHJ.
What happens if my building fails its ERRCS/DAS recertification test?
A failed test typically results in a compliance notice from the AHJ with a remediation deadline — and in some jurisdictions, can affect your certificate of occupancy status until the deficiency is corrected. Who is legally allowed to install or service a DAS/BDA system?
